The Journey of CEF
In the late 1990s, many families had to leave their homes because of the war in Sri Lanka. Over 33,000 women and children ended up in temporary camps in the Puttalam district. Life was very hard. There was not enough food, no proper health care, and people from different communities did not trust each other.
Some of these women were sex workers. They were treated badly, left out of society, and had no support. No one stood up for their rights.
Forming CEF
In 2003, five strong women decided to change things. They started a group called Praja Diriya Padanama, now known as the Community Encouragement Foundation (CEF). Their goal was to support women who were ignored or treated unfairly—especially sex workers. They wanted to speak up for their rights and help them live with respect.

Growing the Movement
From just five women, the group grew to over 700 members across Sri Lanka. CEF helps women with health care, legal advice, and access to government help. They also work with police and government officers to build trust and make services fair for everyone.

CEF became part of national and international groups. They joined hands with organizations like SWASA and CREA to share the stories and struggles of sex workers and LGBTQ+ people. They started talking at big meetings, helping change rules and attitudes in society.
Women as Leaders
The women who were once ignored are now leading the way. They help others, teach about human rights, and build stronger communities. CEF has become a place where women feel proud and powerful.

Looking Ahead

CEF continues to fight for a fair and equal world. Their journey shows how a small group of women can make a big difference. Today, they are still growing, still fighting, and still bringing hope to many lives.
